FYI, I had Josh (curly) retrofit a VCTS actuator onto my VICS manifold. The VCTS is all metal, so no worries about breaking off the nipple. I think he had to make a bracket or something for it, might be worth asking him about.
I have the exact same failure; snapped off nipple while twisting off the vacuum hose. For my turbo'ed setup, I'm trying to decide if I should replace it, or just mechanically set the butterfly's closed. Reading endless threads on the topic, with different opinions about results has me undecided. If you find more than one actuator, please PM me!
Here's a picture of the adapter bracket, I can get a better one if necessary. Basically a ~1.5x1.5" plate, thick enough to tap, so ~1/4" thick. On one end you'll tap m6x1, and drill a small hole for the locking nub on the VTCS actuator. On the other side you'll drill a through hole to bolt it to the manifold, and tap m6x1 and stick a bolt through to act as the nub to again lock the bracket on the manifold. Obviously taking measurements for all of this. I've done this twice, no failures so far, metal barb.
