So last night when i got in the car after work the seat belt on my '99 would not extend... it's completely locked up in the fully-retracted position. It had been locking up a lot lately (like when i try to lean forward to check for traffic etc.) so i'm not entirely surprised. A few mins searching & reading old posts on various forums seems to indicate that A. this is not uncommon and B. it's best to just swap it out. Works for me.
