Default Tein lowering springs [NA compatability?]

Hey all, quick question [i hope]

first off:

1990 miata
14" 12.5 lb alloy wheels [brand new tread]

So, I wanted to move to 15" but suspension was before rims.. I am on a budget..

Anyhow, I was browsing my local craigslist for miata parts, and found a partout about 5minutes away from my house. A guy has a '99 miata he is parting out, and there were a few items that interested may, specifically TEIN S.Tech lowering springs. They're brand new in the package, all 4 included, but I'd still need to pickup aftermarket struts before putting on [doing all at once, so was the plan]. I was looking into KYB and billistein..

THEN, I realized a typo, and he didn't have a 1990, he had a 1999 [Typo, since we've only communicated via text and email, not verbally].

Can anyone tell me if his brand new tein s.tech springs will be compatable with my car? He offered me a good price on them, and being so close, I'd like to jump on this even if I don't have another 400 to blow on struts at the moment, I know for a fact, I'll have that money in two weeks.

The sealed package says:

you oculd use them with NB shocks with their odd perches. But I'd rather, if getting lowering springs stick with FM springs.

much stiffer than TEIN? They also make springs for NA models, but the only reason i came across this in the first place was because of the deal I was offered.

I'm going to do some calculations and come up with some prices, in comparison between NB swap + upgrade vs. NA suspension upgrade.

Quick Question, would it be in my best interest to find aftermarket shocks [NB] if I go that path? I'm aware I'll need new [NB] shocks anyways, should I buy new NB oem shocks, or an upgraded aftermarket NB?
