Default jumping rpms while the engine stays at the same rpm

I have tried to search google and forums and got no info on it so hoping somone can help. So I just did a 95 1.8L swap in a 93, and the car runs great. I have about 650 miles on the rebuild but I just noticed a glitch in the rpms. I,m stumped because the engine doesn't rev with it, it sustains the same rpm but my needle will spike a bit. In other words engine will stay at 3k rpm and my needle will move to 35k or 4k. Any ideas, mechanical or electrical? please help thanks!
