The hub OD doesn't locate anything, the center stub does locate the brakes rotor. The wheels are always located by the studs even if you have wheels with the right center bore. If you use tapered lug nuts then they locate the wheel.

However, I’ve found that even with tapered lugs/seats a mismatched hub bore without a centering ring can ride offset ever so slightly and vibrate. Sorry to thread drift.
