Might be a 15psi wastegate? Pretty common pressure actually. Remember you can't set your MBC to lower than the wastegate pressure.

The boost gauge does not go above 5psi now that the turbo is straight to the waste gate. No boost spike no fuel cut.

Which way was the manual boost controller installed? I bet it was backwards.
