ms3x boost control issues

ms3x boost control issues
ok first of all search function sucks right now and google is no help either.
my problem is that i cant seem to get my cloosed loop boost control to work correctly it will come up to target then just occilates +/- 2-3 psi (set point 15psi) and i have done the nessasry steps to ensure my valve is mechanicly good and that it is set correctly (diy valve set as they say to for iwg set as inverted) my pid values are probably way wrong but this is the best i got them to that slowed down the occilation rate p12 i50 d165. i got tired of it not working and tryed open loop and still things are not right i got it to hold 17psi steady to red line durring the day then went out a few hours later and it hits over boost (@270kpa) same duty cycles that were good earlier. this was day to midnight. so a few degree drop in temp(does temp have that much effect on open loop boost?) what i want is some segestions on where to go from here as im stumped, it just seems like no matter what values i use i just cant get steady boost control, open or closed loop.
car specs
92 with 2001+ drivetrain
vvt 1.8L 84mm 8.6:1, H beams, ARP mains, head,and rod bolts. stock head,51lbs/hr injectors, custom td05h big 16g manifold with ported turbine housing(wastegate),running sequential Lsx truck coils and seq fuel.
MS3X is full standalone running RC1.

ok so its wet outside right now but i will try to go out later. i should do a log with boost control in closed loop correct? and i did try the numbers that brain sugested and it was a little better but still occilates.
