Default Calibrate TPS

What is the best way to calibrate a TPS?
When calibrating my TPS I see nearly zero voltage change with the ignition just turned on. Is the best time to calibrate the TPS on the road so you can floor it without revving it to kingdom come with no load on the motor? Just curious how others do it, I don't like revving the hell out of it while at a stop, though that is how I did my initial calibration.

Just turn the key on and calibrate it with the motor off

I tried, i got values of like 90 and 91 with the key on. With the motor running i get 102 and 173.

just put it in 5th at 40mph and floor it, it won't go any where fast.

i guess, I don't have a tps .

That's all i could think of as well, that's what I did, worked fine.
