I dont' know what they were saying, but I'm pretty sure at some point the guy that got shot was saying something about how he didn't do anything, and then the guy that got jacked gets all pissed and points at his camera haha justice.com

On the fly Portuguese translation below (bear with me, I am from Rio and this guy is using Sao Paulo slang, which is different):
As he is riding he is saying something about going to a bike show.
The robber on the bike puts the gun on his face and says "get off the bike, give it to me"
He gets off and says "I don't have a gun, take the bike, take the bike".
Robber gets on the bike, gets shot by a cop in an unmarked car.
The bike owner says "thanks, policeman." Then turns to the guy on the ground and says "you go to hell if you want to have my bike. Go to hell."
The sound gets muffled when the helmet is on the ground, but when he picks it up later he says into the camera "at least I was recording it, this guy tried stealing my bike, now he's fucked".
He is on the phone with his brother says "this guy tried robbing me, they shot him. Don't tell dad yet. I am by PUC (the Catholic University in Sao Paulo) in Guarulhos."
He hangs up the phone, says to the robber on the floor "you have to live so someone will beat you up. Son of a bitch."
The guy on the floor says "I am dying here."
The bikers replies "I hope you die, **** you. You don't want to work, right? You know how hard I worked to afford this bike? You know how hard I worked? You have no clue, brother. For you to take it like that is too easy, right? You are lucky because they only got you, and not your buddy too. Your buddy will get his turn next, he's going to suffer too. When I saw two guys following me on one bike I knew there was something wrong."
(two guys on a single bike is many times a sign of trouble in Brazil, as the guy riding bitch might be doing exactly what this guy was doing here, packing heat and looking to steal a car, a watch, whatever has value, in this case another bike. If you are in a car and moving you might have the chance to run them off the road, or even run them over, it happens all the time. But once you get in traffic (too common in Sao Paulo, Rio, etc) you are fucked as they will do a hit and run and split lanes. Before you realize what happened they are on the move with your wallet, bags, cellphone, jewelry, whatever).
He then points the camera directly at the guy on the floor and says "now you are calling every body sir, right? You are afraid and now every body is sir, right? Go **** your self, go to hell, don't call me sir. You like to steal, right? Don't like to work? Go **** yourself, tried to steal my bike. Where is your buddy? He left you here, you *******."

Growing up in Brazil I have been robbed at gun point three times, with small knifes a dozen or more. It was part of life. As a teenager I kept my money in my socks, and a few coins in my pockets. These ******** got the ******* coins. I was upper middle class and lived in a nice neighborhood and this **** still happened around us. I know those of lower economic classes didn't have the same opportunity as I did, but there was still honest ways of making a living at the bottom. Robbing and stealing was the easy way to make some quick change, but often you ended up on the wrong end of a trabuco (gun). I had a cousin killed by these ********, and one almost did the same to my grandfather, so I have no compassion for them. This guy got what was coming to him.
And no, the police in Sao Paulo do not **** around. If you ever watched the Brazilian movies Tropa de Elite, or Rota Comando, you will see a pretty good (but still glazed) depiction of police work in Sao Paulo and Rio de Janeiro. My cousin in a Leutenant Colonel in the Military Police in Rio de Janeiro, and they consider themselves to be in a constant state of war.
