Trouble is, when you call a shop out of the blue it's Cha-Ching! So F-that, call around, have your buddies who know other buddies call around. Do you know the guy who works at Midas. Ask them to price match, etc. Those e-bay prices are pretty cheap though. It's a matter of finding the right place.
ON THE APEX-I EXHAUST.
The N-1 is an old standard. Some say it's slightly less than 3" although I think it's close enough. It does have the stock orientation of multiple resonators, which will quiet the exhaust significantly, while increasing backpressure. It's one of the quietest available.
The downpipe however is not 3" It starts at 2.5 expands to 3, then necks-down? to bolt to stock parts. Not good, although it's been so long on the exhaust parts I could be mistaken.
If you want one of the best, look for Thermal R&D. It's about 560, and also necks down to fit the stock cat. Which gets cut off when you install a high-flow 3" cat or test pipe.
The Megan Racing is a good balance of quality and cheap price. But really, it's just piping. Different brands will vary slightly in price, performance, quality, availability, and sound. It's a personal preference really.

On the other question, the "recirc. kit" re-circulates the air that "blows off" when you shift. This prevents a temporally rich condition from losing that already measured air. It's available everywhere, probably on the site your buying from, and I know it's on ebay.

I stopped reading after I read your ebay exhaust post.. I'm going to say this only once.. You get what you pay for. I had an exhaust shop build me a 3" back exhaust. It was about 800-900 bucks.. it should be your FIRST mod. I would buy Dejon tool UICPs cause you can CHOOSE your bov flange.

I have been humbeld by the DSM knowledge i have some more reading to do apperently. i got my intake piping done custom for 110 dollars plus couplers 70 bucks check your local muffler shop with a mandrel bender since htey have the stockers to go of they shoudl be able to replicate it in bigger pipe or just steel or aluminum wich will hold up better in boost than platic.

im agreeing with newbsauce exhaust then everything else, your list is ok but it looks like your just buying the cheaper parts first. The fuel pump isnt needed with those small mods, and intercooler piping is useless with out a intake, look at the injen kit. That blow off valve your looking at is not a real greddy its a knockoff which have been proven to leak, not a good idea in my opinion. Nothing you listed is going to give any noticable hp except turning up the boost with the mbc.

even though i had one i wouldnt recommend a 16g for not much more money you can get a turbo that will put out much hp. go to www.forcedperformance.net and check out the fp3052 thats what i would have got if i had kept it, bolts to the factory manifold.
