If FEMA had the bicycles, would it fund Hustler's manlet bib?

What baffles me is to wonder how someone managed to actually secure it with not one but two fairly decent locks, failing entirely to bother to actually secure the frame of the bike itself.
I use a Kryptonite U-lock on the frame, and then a braided steel cable looped through the wheels. (The saddle is permanently affixed in place, so I don't have to worry about that.)

3 weeks though? If you're near here 14-17 April the Sea Otter Classic is worth checking out: Subaru Sea Otter Classic - April 14-17, 2016

That's about 45 minutes north of me, but there's also some decent trails here in the Monterey area, calendar of MTB rides here: Monterey Off Road Cycling Association

Cool, I will have to see what we have planned for this time. I would love to rent a bike and ride some but I honestly doubt that will be in the cards. Its my first time to the area so we will likely do some touristy type stuff.
In other news, I put some 35c Continental Cyclocross speeds (folding version) on my fendered commuter bike. its a tight fit with fenders and I need to tweak the fender fit a bit... but my goodness. These tires are great, especially for my commute. Fast on pavement with their tight block tread, the width makes them pretty comfortable since I ride in normal clothes and the parts of my ride that im riding dirt they are total game changers vs the 25c pro4 I used last year and especially the 23c file treads I had on for the first few weeks while I was waiting to choose tires.
I would love to get a nice 350-450gram disc fork with clearance for 35's and fenders and build a new aluminum frame for this commuter with discs and swap over the components... the free frame is a perfect size but the head tube is a bit short for proper stem aesthetics and im assuming its straight guage steel- butted aluminum would save tons of weight and with a light fork and butted aluminum I expect it would rid some of the vibrations I haven't noticed on my other bikes.
Must finish my new tandem first. lol.

Not road bike related. Plz don't ban.
Shopping for a bike for my girlfriend. Looking for very cheap, without being complete ****. We want to spend a summer trying it out and see if she likes it. I've been riding my whole life, she rode some as a kid. We have been renting the few times we have gone, but ~$50 a ride just isn't worth it.
What should we be looking for, I haven't bike shopped in years. Budget is sub $200.
Current find.

Doubt we will get hydraulic discs in a $200 budget. All the bikes she's demoed have been $2k+ full suspension bikes, and she hates riding uphill on them. Basically looking for a hard tail that won't self destruct on the first ride.
