I just thought of something.
I'm a smog tech and this year (as of March I believe) were switching over to a new system where cars 2000 and newer don't run the dyno anymore, just a quick OBD2 check and all the monitors have to pass. The sniffer is eliminated from the test completely. This makes it even easier for modded Subys/or really any OBD2 car to pass. It's not hard to keep the CEL from going off if you're running no cats, etc.

Thats honestly how it should have been from OBD2's inception. I have not once seen a car that fails smog but doesn't set off the CEL. The system obviously works how its intended to. I've seen cars with P0420s (catalyst inefficiency) that still pass the sniffer.

martinez is in CA guys, calm down.
It's simple OBD2 and visual AFAIK. I went through it last month and they tried to fail me for having a sealed catchcan (moroso mini) on the PCV line. /sigh
