I'm starting to lean towards OBD-II myself. So long as you make your wiring harness plug-n-play, it doesn't seem that hard to swap the computer and injectors back to stock every other year. In CA, by contrast, they're starting to tighten up the numbers for the pre OBD-II cars. My last test there I passed, but not by a huge margin on NO, and that was with a 2 year old CARB-approved cat.

At that point (OBD II where you can set parameters) becomes a benefit more than a drawback, as the car will do diagnostics for you.
Not living in CA, I see the retroactive tightening of emissions standards as a great way to get cheap cars/parts elsewhere as people give up on them.

It's very easy. First they enact a regulation saying they can retroactively change emissions figures, then they change the emissions figures. It also seems like pre-OBDII cars are increasingly being directed to test-only stations, which makes me wonder if they plan to eliminate the requirement for the test-and-repair places to have the rollers.
You gotta live in CA for a while to appreciate all of this I expect.

The emissions requirements dont prohibit the pre OBDII cars, but they do force you to keep them in good repair emissions-wise.
