Think one of those Compusticks could run a Plex server? I know the transcoding takes a little bit of horsepower.

These work great when you're only doing one or two things at a time. They're RAM-limited (don't try to open 50 browser windows), and they don't have much in the way of graphics horsepower (forget about running Call of Duty) but they do perfectly well at simple tasks.
