Because we've had those for decades- they're old tech.

For military applications, the ability to deal with wide variations in terrain is desirable. And as yet, legs are a hard technology to beat when it comes to maneuverability and versatility. They're also very difficult to implement, which is why evolution took so damned long to develop them, particularly in a bipedal configuration such as this one, who is not too young, not too old, not too fat and not too skinny:

Yes, they work great for traversing fields.

They're not very good at walking through doors or climbing stairs inside a building, though. For a given size, tracked vehicles lack versatility in that regard as compared to bipeds.

They didn't need to climb stairs a building because they just blew the side of the building out with the tank shell. Modern, wimpy, politically correct warfare is so inefficient and costs so many of our kids lives. I'm disgusted by politicians.

Basically everything humans make is designed for humans to use... I'm not saying that's a great reason to design a robot like a human, but it is a compelling argument if you want your robot to be general purpose.
