These white house petitions don't even have to go straight to the landfill. Nobody in the legislative branch looks at them. Waste of mouse clicks. Ask me how i know. The legislative branch is my customer...

So, it's a rather vaguely worded petition, on the internet, to try and convince the Federal government to change emissions-testing guidelines which exist at the State, not Federal, level?
