Misfire after Rain.

Misfire after Rain.
Hey all,
So my recently turbo'd 94 now has a constant misfire at all times after a heavy rain storm.
The car will sputter and idle around 400 rpm and is constantly misfiring while driving or sitting. AFR's read around 9:1 to 10:1 when revving at a stop or while moving.
Vacuum gauge reads around 15inHg while misfiring.
When rev'd and throttle closes will read at 20+ inHg
Diagnostics:
Replaced plugs/plug wires
Ohm'd out coil pack 1-4:10k+ Ohms; 2-3: 10k+Ohms
Compression Test (Dry): 160+ All 4 cylinders.
So I am currently unsure of what could be the problem.
Should I replace the coil pack as well? I don't want to toss a couple hundred bucks at a hunch.
