getting past emissions? loop hole?

It's looking like my best option is going to be buying land in the desert and "moving" there. I don't even have enough of the stock parts to make the stock ECU run anymore, say nothing about doing it without throwing codes.

Stock ECU stays in place. MS is installed beside it. A wiring harness in the shape of a Y is installed between the vehicle and the two ECUS. Fuel and spark wires go to the MS. All other wires go to the stock ECU. Sensors (crank, cam, CLT, IAT) are shared between the two ECUS.

I'm in il and i will need to deal with this as well. their is a waver for a custom car or cars that are used for "sporting events" but it seems like a pain, you need to go to a dmv or some location with all the receipts and list of parts and they can issue you a waver.
the other thing to explore is to get emissions done early before you change out the ecu and perhaps you can use it down the road or get a new plate and new sticker at that time.
if you find anything speak up, I going to need to deal with this shortly.
