Default airbag or gauge cluster?

I replaced most of my gauge cluster in my '94 with one from a 1.6L along with installing my MOMO steering wheel. I unplugged the airbag module since I didn't have resistors to put in to replace the airbag in the steering wheel. When I got the resistors (I got a pack of 10Ohm and wired 3 in parallel) and installed them, I reconnected the airbag module and now I have the beeping when I turn the car on. Why do I have beeping instead of a light? Did they change something in the cluster that I didn't notice? Does the module need to be cleared somehow? Is the resistor I need different for the 1.8? I searched around and everyone seems to just remove something to make it stop and I would like to retain the passenger airbag functionality.

Mine didn't start beeping until I unplugged the airbag light from the cluster so it might be related to that. This was on a 93 though so there was no passenger airbag.

My light works, though, that's the thing that doesn't make sense. If I unplug the module, the airbag light goes on. If I plug it in, the light goes off and it beeps at me.
