1991 idling problem? Or AFR?

Today I just installed an AEM EUGO 30-4110 on my 1991 Miata. I have it currently set to narrowband simulation so the stock ECU can read it. Now, this car has had some rough idling problems before, but I am not sure where to turn to. Upon starting the car, the AFR is around 15 to 17. It jumps around quite a lot between those values, and you can hear the engine fluctuating during it. If the engine is revved, the AFR goes nuts. The engine has always done the fluctuation, and I wasn't sure if it was just my miata, or every miata. Is this a problem with my wideband/O2 sensor? Or is there something off with my idle, whether it be injectors or the throttle body? I am very new to this, and I would appreciate any help I could get. Thank you.
