I would say your fuel relay is suspect. On my 95, it is under the dash just above the pedals. Hopefully somebody did not alter the wiring.

I know their is a mess of wires under there. I don't know what half of the. Run too. Is altering this relay common for any reason? How should it be wired?

Check in your under hood diagnostic port and see if there is a jumper in there. Otherwise your little green wire is shorted to ground somewhere, or the relay is fused closed. IRRC the FP relay has a bright green connector, the relay base where it plugs in is white and most of the relay is black. and its almost touching the steering column, though the NA6 might be in a different place.

I would check the voltage that's going to the fuel pump if it doesn't change and its solid 12+volts someone might of hard wires the pump to be on full load. I had this happen on a 5 speed swapped car. Good luck

illl look into that...i know there is no jumper harness in the diagnostic box. I honestly wouldn't be surprised if someone hardwired it.
