1990 Drivers side fan running all the time

1990 Drivers side fan running all the time
I have been trying to figure out why my drivers side main fan runs all the time.
I have a DIYPNP but it is not controlling the fan. I swapped engines but the thermostat at the front water neck was still controlling the fan. It used to work fine now its on all the time.
I have checked the relay and it is getting a signal to turn on (small terminals getting 12v to turn on relay).
I don't have the a/c on.
I tested disconnecting the front thermostat completely and grounding it?
What else could be telling the fan to run all the time?
