Default Link ECU - Idle problems

I just purchased a '92 NA Turbo miata with a Link ECU installed by FM and apparently rougly tuned by dealers alternative. I'm having trouble with getting it to idle correctly. Engine is 1.6L built by FM with 9:1 comp ratio, HKS 264/9.5 lift cams, FM adjustable cam gears, 770cc injectors etc. Unsure how to tell what link version I have.

When adjusting the throttle body screw the idle percentage does not move at all from 42% - no matter how closed or how open. the * is present but the N is only present when I clutch in (possible bad transmission neutral switch?). Despite this, I can still adjust the idle and save it. I input 1100 but when I start it up it still tries to idle at around 850 and usually dies out. However after I have warmed it up a bit by holding the idle above 1k or driving it a bit - it will then idle at 1100.

Any ideas?
