Default Turbo actuator arm looks like it was welded.

I bought this turbo from a seller on these forums. After receiving it and inspecting it everything looked right but one spot. It looks like someone had began to weld around the arm but stopped just when things started to melt. I’m assuming it’s not supposed to be like this... could I just grind it down to where it’s not making contact. The weld doesn’t look deep/have good penetration.

Never mind I contacted the seller and it’s a sleeve that the actuator goes through. He thought the same thing. Not sure how to delete the post but I would if I could
