Default extremely high idle

So I just got my car fired back up. Now i am having an extremely high idle problem. when I start up the car it wants to shoots up to 3000-4000 rpms. First thing i tried to do was calibrate my idle valve. When I tried to change the numbers in the test mode Nothing charnge idle does not go up and or down. Next I tried to calibrate my tps and same thing nothings happened or changed. I am getting power to both my tps and my Idle control valve. After that I started to look for vacuum leaks. I didn't seem to find any. The throttle body was completely taken apart for power coat over the winter. Along with my air valve on the side of the intake manifold. What do you guys think my problem is? Does it seem like my tps, idle valve or air valve seem bad?

make certain your throttle cable is loose enough. In fact, just disconnect it from the throttle body see if that does it.

+1 and it's a BIG vacuum leak.
Brake booster hose?
Massive intake manifold to head leak?
Massive upper chamber to lower chamber leak?
You should be able to hear this somewhere around intake.
A LARGE sucking noise.
Put a piece of heater hose in your ear and use the other end to determine where around the intake the sucking noise is greatest.
DO NOT DRIVE IT TILL YOU FIND YOUR LEAK!
Good luck

There is a large black plug on a port on the back of the intake manifold. Make sure the plug is still on there.

I check my brake booster hose seems pretty soil
I have triple checked all IM bolts
What exactly do u mean upper to lower chamber leak?
like you said it is gunna be a LARGE leak so the noise would be pretty clear. But I cant seem to find anything. Would a vacuum leak be the only cause of something like this?

Do you know what your MAP is when it happens? If it might be the idle valve you could unplug it and see if it does anything but I'm not sure it can actually flow that much thru to support 3-4k rpm. I'd also check to make sure your throttle body fully closes too like Mudflap said
