Default Do I Need To Weld The Internal Wastegate Flapper For An External Wastegate

Alright so I picked up a t25 off a sr20 for 50 bucks ( good deal I know right) I'm going to external wastegate but I was told I need to weld the flapper shut on the turbo from the stock wastegate, is this true? If I don't what would happen?

Or alternatively you could make a bracket that holds the wastegate shut.
