also you may want to think about what size of intercooler piping you want to run. 3" is really overkill, and I recall studies being done by BEGi or someone else showing that 300hp and below really saw no benefit from going larger than like 1.75" diameter piping. In fact, going too big can actually hurt your turbo's response time. Personally Id look for something with 2" inlet and outlet, like this:

Andy and Akaryre are correct. That IC will be sufficient for your needs and will handle all the air your TD04h will flow.
The 3" piping is a killer though. The ThrottleBody inlet is 2.5". What size is the compressor outlet on you turbo? You can keep costs down by sticking with the same size piping and couplers. 2.0" piping you will find is much easier to route (I assume your '99 has PS and AC) even compared to 2.5" although both are very doable.
That IC that Ak linked is exactly what I run. My hot side piping is all 2" from the compressor outlet to IC inlet. And on the cold side, it's 2" and I use a 2"-2.5" 90* enlarging coupler at the TB, but that thing was expensive. I wish I'd bought an IC with 2.5" inlet/outlet and then just would have needed a regular 2"-2.5" coupler coming out of the compressor.
