That's the same reasoning as "we should prohibit people working on their own cars, and only licensed mechanics should be allowed to work on cars at all..."

I think this is the best method to maximize the tax revenue. Allow unrestricted growing and I think there will be a large loss of tax revenue. Then again, maybe not. People can grow their own tobacco, but still buy cigarettes.
