Envy.
Assume that you have a room with two children in it. Both are content.
Now you give an ice cream cone to one of the children.
This increases the happiness of one child, but decreases the happiness of the other, despite the fact that child #2 is in no different a situation than they were previously.
This same effect occurs on a macroeconomic scale as well.

I can't figure out what part of what I wrote led you to believe that I was either stating or implying that there was a problem which needed solving by government or society.
If someone is envious because someone else has more than they do, then that's their own problem.
Believing that anybody other than that one specific envious person needs to solve their problem is, in and of itself, a very large problem.

The parable of the two children and the ice cream cone is essentially factual. Performing this experiment in the real world will produce the results described.
And this same phenomenon is also at work, at a much larger scale, in a socio-economic sense. It accurately describes the mechanism by which some people consider it "bad" or "unfair" for other people to have more money than they do, despite the fact that the existence of rich people does not adversely affect the lives or well being of the non-rich.
