Fashion magazines have been commenting upon the attire and stylistic choices of first ladies since, well... I don't know when they officially started. I've found articles discussing the fashion choices of Dolley Madison, Julia Dent Grant, Mary Todd Lincoln, and even one reference to Martha Washington.
