The scare came as officials are concerned about an “insider attack” from service members deployed to the inauguration. The concerns are prompting the FBI to vet all 25,000 National Guard troops in the city.

I was in Manhattan at the time (working on the WCBS build), and was occasionally in their neck of the woods. Aside from vandalizing the statue of the bull, they mostly just committed petty crimes amongst themselves. (Thefts, sexual assault, etc.) Unlike the CHADs, they didn't shut down / wall off any part of downtown, loot local businesses, etc. New Yorkers don't tolerate that kind of ****.
It would have been hilarious if they'd have tried moving north towards Chinatown. That occupation would have ended in under an hour.

32 U.S. Code § 904 specifically authorizes the US National Guard to "support or execute homeland defense activities" for a period of up to 180 consecutive days.
Posse Comitatus is not relevant here. 18 U.S. Code § 1386 applies only to the regular Army and the Air Force (by extension of its having evolved out of the Army.)
Curiously, it does not apply to the Navy, or to the Marine Corps. I'm not really sure if an Aircraft Carrier can navigate the Potomac River up to the Washington Channel, but I'll bet that a Marine Amphibious assault ship could. Wouldn't that be a sight?

That's not what they're doing here. This is a show of force that Congress is "untouchable".
